What happens if there are equal votes?

According to Section 102 of the Representation of the People Act, if two candidates get equal number of votes, the winner will be decided by lottery or toss. According to this law, the person who wins the lottery will be declared the winner. Because he got extra vote.

Has this ever happened?

The answer is yes. In the Rajya Sabha elections held in Himachal Pradesh this year, Abhishek Manu Singhvi of Congress and Harsh Mahajan of BJP got equal votes. So many times the same vote has been received

During the 2018 Assam Panchayat Elections, candidates were declared winners in six seats by tossing a coin. Because two candidates got equal number of votes in all these six seats. In December 2017, the winner of the Mathura-Vrindavan Municipal Corporation election was also announced through a lottery. A similar incident was witnessed in February 2017 during the Brihanmumbai Municipal Corporation i.e. BMC elections.
